Experience and Qualifications:
Jay joined JEA at the beginning of 2016, immediately engaging his experience in program, contract and technology management. He quickly set up new office information technology and digitized most aspects of the proposal/bid package development, enabling quick turn-around for all future efforts. His focus is on data collection and integration, enabling packages to be professionally created to meet industry standards.

Prior to joining JEA, Jay served multiple roles at the NSA across its Signals Intelligence, Information Assurance, Counterintelligence and corporate elements as a: technical and organizational leader; systems and microcontroller design engineer; technical counterintelligence officer; technical, physical, and cyber security advisor to the United States Department of Defense and Intelligence Community elements; privacy officer; leadership trainer and course developer; and certified Intelligence Community Officer. He maintains a Top Secret/Special Intelligence/TALENT-KEYHOLE (TS//SI//TK) clearance and his particular skills are focused on:

  • Leadership of technical programs, people, and resources
  • Systems, design, integration and production engineering, with specific focus on communication systems, secure networking, cloud technology and mobile devices
  • Vulnerability discovery, analysis, and mitigations
  • Program and contract management
  • Leadership training, mentoring, and public speaking

Relevant Project Experience:
Jay directly supported a variety of relevant NSA efforts, focusing on use of emerging technology to advance critical programs for government and military customers. He led a systems analysis of NSA’s risk assessment process to improve performance, consistency, and timeliness of response to customers. He was the lead program engineer for development and deployment of the first commercial secure mobile devices accredited to process Top Secret information. He led the development of innovative techniques and guidance for government and external customers on how to best protect their facilities and information systems from technical penetration. He was the lead security engineer for developing an understanding of emerging technology and its practical usage, with a focus on reducing the risk to personnel, facilities and operations. He designed advanced communications systems and provided operational planning support for multiple missions, to include Operation Desert Storm. Jay is now a member of the NSA Cryptologic Reserve Program, providing service to achieve its continuing demands.

Key JEA Company Role:
Jay’s key company role within JEA will be the continued development and management of information systems and databases, and the development of JEA’s Unmanned Aerial Vehicle (UAV) and Business Information Management (BIM) programs to facilitate JEA’s client service initiatives in the efficient use of new technologies to help better manage their building assets and mitigate risk.
